Financing At appraisal the project was estimated around USD 24.17million dollars, ADB was to provide a loan of USD 18.6 million dollars (77percent of project, 100 percent of foreign funds). AFD approved a grant amount of EUR 3.75 million which the government sought out for parallel cofinancing to finance the infrastructure in Stung Treng and the training center. The actual project cost was USD 24.98million (ADB financed USD 19.39 million, and AFD grant of USD 4.63 million)

Cross-cutting Issue Environment Project Completion Review Mission has revealed that people are more conmfortable asking for electricty from nearby friends, relatives, and family rather than receiving assistance from the low-income residential assistance program.

Impact Analysis According to the completion report, the project aligns with the ADB's sector strategy and Cambodian government's braod development strategy. More specifically, the plan aligns with the Ministry of Planning 2005 National Strategic Development Plan.
Effectiveness Ownership/Partnership Evaluation It was the first time the executing agency (EDC) created bid documents, of turnkey contracts;Executing team was not familiar with the ADB bid documents and the bid evaluation reports. No specific partnership/ownership evaluations are found in the compleiton report.

Evaluation Framework Evaluation According to the compleiton report, there is no system for recording the number, duration of outages on the distribution network which is important for its sustainability during the wet season.

Alignment/Composition of Finance Evaluation The government and EDC generally complied with most standards with the exception of some financial convenats which were due to operating losses (2000-2005) by steep increases of fuel prices, high price of power purchased by the individual power producers who monopolized the current power systems of Cambodia.
