Financing According to the Completion report, ADB loan of USD 68 million was borrowed from the Asian Development Bank Special Funds resources. Cofinanced by the Australian Agency for International Cooperation of the Australian Government with USD 0.86 million and by the OPEC Fund for International Development (OPEC Fund) of USD 6.86 million dollars.

Cross-cutting Issue Environment The project was put on hold; the original appraisal for the project was May 1997, but due to political situations during July 1997, the Asian Development Bank did not resume until it was able to fully engage in normal activities. In addition, although the Project initiated a resettlement plan, further investigations have shown affected people of 118 were not compensated which as a result led to a resettlement auditing conducted by the ADB.

Impact Analysis The project is aligned with ADB's sector strategy, to achieve sustainable economic growth, and is also in accordance with the Government's Development Strategy. The completion report evaluates the project design to be highly relevant with the needs of the transport sector in Cambodia.
Effectiveness Ownership/Partnership Evaluation In 2000, severe floods led some roads to be covered by contract packages. Due to the nature of the project, the civil works and rehabilitation constructions could not be separated; thus, the ADB and Ministry of Public Works and Transport decided to engage in joint ongoing projects. In addition, few damages sections of the contract bridges were transferred to the Emergency Flood Rehabilitation Project. These various problems showed coordination and partnership of the agencies. ADB and the Ministry met to engage in coordination meetings, draft reports, and the Ministry recognized ADB's role of proving advice, preparing bids, and matters of administration.

Policy Coherence/Harmonization Evaluation No information regarding policy coherence and harmonization was to be found in the Completion Report of the Project.

Evaluation Framework Evaluation Project Management Unit was to report to the Project Coordination Committee at least every 6 months; however they only gathered to solve when problems aroused. ADB conducted five review missions, three special loan administration missions, and four resettlement review missions.

Alignment/Composition of Finance Evaluation Disbursements were not conducted in a timely matter due to delays in contracts and equipment procurement. According to the completion report, the Government and the Ministry generally complied with most of the conditions and covenants with the exception of the Ministry's failure to check whether the contractors were following the initial environmental examination (IEE). The government was to ensure the project was to be maintained after project closing, however found some facilities were no longer operating.

Other Remarks Project was built on recommendations of previous TA findings, which stressed effective maintenance system. Overall, the project had problems with unsatisfactory contractors, as they generally did not comply with the IEE requirements leading the several warnings from the Government and the Ministry. According to the completion report, the contractors disseminated information regarding the risks of HIV/AIDs, and sexually transmitted diseases to their workforce and the adjacent population. The affected people of 2,207 households with affect 1,150 structures. The supposedly joint evaluation studies had not been carried out, and non government organizations filed a complaint to ADB.
