Impact Analysis The project is the first loan to the power sector since 1992 by the ADB; thus, there seems to be few relevant governmental plans, strategy plans prior to the project. Not specifically mentioned in the completion report, the project however, was formulated with the Government's objectives of the power sector, and the ADB's sector strategy. According to the completion report, the project objectives were to upgrade power facilities, and improve the technical and administrative skills of the EDC).
Effectiveness Ownership/Partnership Evaluation The completion report did not mention any relevant material on ownership or partnership.

Policy Coherence/Harmonization Evaluation The World Bank and the Japan International Cooperation Agency (JICA) were also implementing similar power projects; however, there were no materials on whether they have had any prior contact before the project appraisal or during the project implementation (one of ADB's subprojects, Phnom Penh subproject, was designed to complete the rehabilitation of the city distribution network covered by the World Bank and JICA). In addition, the Siem Reap subproject component ( installing a new 1 MW diesel generating set) was cancelled due to a approval of a French grant aid (Agence Francaise de Development, AFD), and again, no information in the completion report on what contact the EDC, ADB had prior and during the project. Moreover, the technical assistance to the EDC was an extension of the funding from the United Nations Development Programme (UNDP) and World Bank.

Evaluation Framework Evaluation The loan was effective one month ahead of schedule 15-May-1995, and the identified technical training center was occupied by a World Bank's project ( credit no. WB 10A 2782-kH) which caused a 12 month delay to reoccupy due to weak soil conditions used by the World Bank. Evaluation framework was not mentioned in the completion report, however, the executing agency assesses the ADB's performance in supervising implementation as excellent.

Alignment/Composition of Finance Evaluation Sustainability of the project is on jeopardy by lack of funds for operation and maintenance; thus, the ECD's financial performance should be monitored with care, make timely applications to the Regulator for tariff adjustments, and increase tariffs with the pace of rising costs of fuel will be the key factors to its financial sustainability.

Other Remarks Inexperience of EDC and MIME's ADB procedures are prevalent and may effect the sustainability was it had with the project appraisal and implementation process. The fluency of English was overestimated; and some software had to be done in French.
