Financing Project costs was estimated at USD 35.8 million ( ADB was to finance component A and co financiers were to finance component B, OPEC loan USD 4million , and NORAD grant USD 3 million). Actual costs were USD 28.94 million, ADB financing USD 16.92 million, OPEC Fund loan USD 3.69 million and NORAD grant to USD 4.62 million.

According to the completion report, the project was formulated through intense conferences, collaborations, and consultations among the various actors, local development agencies, community, funding agencies, other institutions.
Cross-cutting Issue Environment Adverse weather conditions created delays in installing the draining components in addition to difficult subsoil conditions that hampered excavations. In addition, sustainability is an issue for component B due to the dumping of the garbage in to the canals which will create environmental problems in the future.
Gender No relevant material regarding gender is to be found in the ADB completion report.
Impact Analysis The project aligns with the National Policy on Water Supply and Sanitation 2003, government's first Socioeconomic Development Plan 1996-2000, ADB's strategy for Cambodia (rebuild Cambodia's infrastructure, poverty reduction, human resource development etc.) and the urgent need for the Phnom Penh residents to have a safe and improved urban environment.
Effectiveness Ownership/Partnership Evaluation PPWSA gave strong support to the project with good coordination management with other implementing agencies. The project management unit was very efficient with coordinating the components. However, the PPWSA had trouble managing the drainage component until organizational and agency responsibilities and functions were clearly clarified. Accountability of the PPWSA was strong and significant for the success of this project.

Policy Coherence/Harmonization Evaluation Lack of command and clear construction schedules created confusion and conflicts among the contractor, consultant, and project management unit staff. However, the overall implementation was satisfactory; the PMU was headed by a qualified and full time project manager, the ADB intervened to solve loan administration problems, and managing the drainage component. The water supply consultants were coordinated with the PPWSA PMU and the contractor; the drainage consultants could have provided more efficient coordination and stricter supervision.

Evaluation Framework Evaluation The Project Steering Committee was established (to review the project implementation and provide policy guidance) but did not meet sufficiently as intended. There were ADB 14 review missions, inception missions, midterm review sessions, special loan administration missions which were very effective in solving implementation problems and organizational disputes of the DPWT PMU.

Alignment/Composition of Finance Evaluation No ADB extensions were allowed; OPEC had to delay its loan account due to delays in construction during the initial stage of implementations. Consultants were not familiar with ADB's procedures which led to some delays. PPWSA was unfamiliar with the ADB procurements and bid procedures although it had some experience with the World Bank and Japanese International Agency projects.

Other Remarks This project was part of the Water Supply and Drainage Rehabilitation Program. The project scope was increased during implementation to advantage of the Water treatment plant and procurement of the Mean Chey district using loan savings. The maintenance system is not working properly, there have been illegal backfills and encroachment of informal settlers in the areas which are threats to the flood regulations and retention capacity. This project required the resettlement of 41 families which were all relocated proper compensation and satisfaction (although these affected people have requested more livelihood opportunities at the relocated site).
