Effectiveness Ownership/Partnership Evaluation According to the Completion Report, "project preparation involved a comprehensive field visit and extensive consultations with other donors and institutions, especially the World Bank, in coordination with the Provincial and Rural Infrastructure Project; the Engineering Institution of Cambodia (the national professional engineering society) and the Institute de Technologie du Cambodge (Technical Institute of Cambodia), on training issues; and six existing small- scale labor-intensive road contractors in the project area, on experiences with setting up and running small-scale contracting enterprises and their training needs" and "The JRMU, which acted like a permanent cooperative operation proved to be a suitable arrangement by making optimum utilization of scarce skilled human resources available at the provincial level" and "to ensure efficient dissemination of the Project's results and enable coordination with other projects and government agencies, the Government established on 23 June 2006 a high-level Inter-Ministerial Steering Committee composed of one member each from the Ministry of Economy and Finance (MEF), MPWT, and MRD; and one member from the Governor's Office of each project province. The Project Steering Committee held regular bi-annual meetings and two extra-ordinary meetings in 2008. Overall, the performance of the executing agencies and implementation agencies is rated satisfactory".

Policy Coherence/Harmonization Evaluation According to the Completion Report, "ADB cooperated well with the concerned government agencies and stakeholders in formulating the project" and "in addition to conducting two review missions per year during project implementation, ADB also participated in the regular and special meetings of the Project Steering Committee held in Phnom Penh or at the JRMU office in Battambang to discuss and address implementation issues".

Alignment/Composition of Finance Evaluation The JFPR fund was used to finance 100 percent of the cost for consulting services and project management with the total amount of $678,734. In total, $843,528 was disbursed from the Government counterpart budget and $207,299 was disbursed from the JFPR fund for road maintenance works. The JFPR fund was utilized to cover 100 percent of the training expenses of $64,170.
