Cross-cutting Issue Environment In some cases, there were external influences (not specified in the completion report) that led to the rehabilitation of an area outside of the targeted region and was not in full conformity with the agreed selection criteria.

Impact Analysis This project was created to assist the damages of the flood in 2000; thus, it does not align with any governmental strategic plans. It is noted in the completion report, failure to address the flood damage would have threatened Government strategic development goals (Ministry of Planning: National Planning to Rehabilitate and Develop Cambodia (2001), and the Socioeconomic Development Plan II (2001-2005). It however, adhered with the ADB's policy for emergency assistance, Country Operational Strategy.
Effectiveness Ownership/Partnership Evaluation Due to the nature of the project, donors and related agencies had to fully rely on the crisis content prepared by the Cambodian ministries and provincial agencies. Thus, completion report expressed that Cambodia and its ministries had real ownership and effective consultation of the project.

Policy Coherence/Harmonization Evaluation As it was one of the most disastrous floods ( Mekong River exceeded the emergency level, reached a peak of 0.6m above), ministries, donors and provincial agencies had to collaborate. Three loan funds were reallocated from various projects to this emergency assistance and for some components (Rural Infrastructure) the World Food Programme and DAB jointly executed the rehabilitation of bridges, roads, and culverts. According to the completion report, DAB expressed there was clear division of responsibilities with other agencies.

Evaluation Framework Evaluation According to the completion report, DAB lacked thorough screening proposed subprojects, however, the Project Monitoring and Coordination Unit had regular meetings once a month and were very effective with implementing issues. As an emergency project, the precise outputs could not be measured at appraisal and no economic analysis was done at prior implementation.

Alignment/Composition of Finance Evaluation No special covenants and loan conditions were to be found as it was an emergency assistance. All general loan covenants were met except the two following: timely availability of counterpart funds, and provision of maintenance.

Other Remarks The project was aligned with a sector approach method which suited the emergency project. As DAB had experience with previous emergency projects, this project was prepared and implemented with high speed. According to the completion report, the insufficient attention to small details at the design stage created confusion among the agencies and implementing ministries; this led to the Government in making no counterpart contributions during the first 12 month of implementation.
