Effectiveness Ownership/Partnership Evaluation To increase ownership and partnership, the Project Technical Cell was created to give reports to the MOI and ADB. Although the PTC had trouble with ADB procedures during the initial stage of the project, quick learning and applying enabled them to carry out all project activities resulting high quality output.

Policy Coherence/Harmonization Evaluation Despite collaboration of donors, the ADB completion report does not explain any relevant material upon donor harmonization.

Evaluation Framework Evaluation The Ministry of Interior needs to increase its monitoring of the technical assistance. Most agencies, borrowers and the ADB is rated as positive and satisfactory. All project convenes were complied with except the deadline for the submission of the annual audit reports.

Alignment/Composition of Finance Evaluation Most components were according to schedule expect for initial delays of transferring the imprest account and the payment by provincial treasuries to the contractors for the construction of commune offices. According to the completion report, the alignment of finance was inadequate for implementing the project in a timely manner ( imprest account ceiling at 10percent), thus the disbursement turnover ration was about 3.5, the highest in the ADB Cambodia portfolio.

Other Remarks Commune Council Development Project 2 has been commencing from 2007. Contractors were having trouble dealing with more than one contract at a time; this may have decreased their project capacity and efficiency. This commune council project was the first big major project to support the decentralization of the government after the commune election.
