Impact Analysis The project aligns with the National Poverty Reduction Strategy 2003-2005, the Second Socio-Economic Development Plan 2001-2005, Rectangular Strategy for Growth, Employment, Equity, and Efficiency in Cambodia, ADB's Country Analysis of the Poverty Reduction Partnership Agreement, Water Sector Roadmap for Cambodia, Water For All Corporate Policy, in addition to the ongoing policy debates at the time, for example the North Western Rural Development Project and the Tonle Sap Initiative.
Effectiveness Ownership/Partnership Evaluation Suitable staff for preparation was hard; delays occurred when specialists were not found. Many lacked experience. However, the performance of the borrower and the executing agency was satisfactory although the completion report notes the agency's capacity was overestimated. Many staffs in the project management office and the project steering committee were engaged with other projects which reduced their time to fully commit to this project.

Policy Coherence/Harmonization Evaluation Disagreements among the government and the ADB led to delays in the implementation. ADB's performance was well aligned with the strategies and policies. The supervisions and missions were timely; ADB took all necessary measures for the success of the project in addition to the additional resources to investigate the resettlement issues.

Evaluation Framework Evaluation The procurement process were not fully transparent; however after the midterm review, the executing agency's performance had greatly improved. The project had been required to adopt a project performance management system and a project logical framework. Within the limited time, other agencies had helped the government collect data prior to project starting.

Alignment/Composition of Finance Evaluation Only 1.5% of the loan amount was disbursed in the first 15 months during the implementation; however, this accelerated with time. In accordance, the project faced implementation delays for a year.

Other Remarks The project completion report notes the overestimation of the agencies' capacity had a critical affect on the project. Also, the project design was too ambitious, where as the current institutions were weak or non-existing. The sustainability was rated very low. The report advised to focus on fewer sub-projects in the future.
