As this project is done before any Government National Strategic Plans were introduced, the project was based on the rationale that Cambodia places a high priority on physical infrastructure with skilled workers. |

High level of ownership and participation especially for the Technical and Vocation Education Training and health sector reforms. As the project was implemented, many training centers and subcommittees were created which increase the ownership and clarified the responsibilities among the created agencies. |

Project Implementation Unit was not only in charge of the day to day activities, and coordination with other agencies, but also took action in monitoring the project. Project recommends the evaluation should have been started from the project implementation. The project was all in accordance with the loan agreements, and the project was an overall success. |

No cost overrun. During the initial project implementation process, all components had problems with the project schedule due to staffs' lack of ADB procedures. Project recommends the borrower should maintain the relevant conditions of the ADB. |
