Impact Analysis Project aligns with ADB's Country Operational Strategy Study for Cambodia, Education and Development in Asia and the Pacific, and Cambodia's Textbook Master Plan.
Effectiveness Ownership/Partnership Evaluation Step by step policy dialogue, strong commitment and a participatory approach, the project had formulated ownership prior project implementation. Increase participation and ownership was due to reorganization of the Textbook Board in 1998. MOEYS changed its corporate value from traditional supply orientation to a market orientation, physical organization, for this project.

Policy Coherence/Harmonization Evaluation UNICEF was in charge of training the staff in a short time to increase the effectiveness and to reduce staff absence caused by long term training. UNICEF organized a short term foreign training session, on the job training, and in house training which was needed during the implementation period. At first, there were delays due to MOEY's incapability to implement various studies through the consulting service; later decided to subcontract the project with UNICEF's assistance. As a result co financiers both worked with harmonization in order to prevent any over lap of their assistance.

Evaluation Framework Evaluation Program Management and Monitoring Office developed an aid monitoring service and aid management information database to monitor and evaluate at the central level. ADB had trouble tracking down its disbursements, as PIU staff are not clear how to calculate balances.

Alignment/Composition of Finance Evaluation Change of policies during the project implementation greatly increased the benefits (increasing the target from basic education to secondary, and to produce supplementary textbooks). In addition, with the other education project under the ADB, the education sector further increased the relevance and sustainability of the project. Project schedule was delayed due to time needed for the agencies and the government to become familiar with the ADB procedures and procurement guidelines. One of the components (research studies) was delayed (as explained in the policy coherence) due to MOEY's incapability of implementing the procedure by itself; it later needed the help of UNICEF. General convents were mostly met, and there was no convent waived, modified, or dropped.

Other Remarks Prior education related projects include the Education Sector Study (ESS) and Basic Education Investment Plan (1995-2000). According to the completion report, ADB is considering a follow up plan.
