According to the completion report, ADB collaborated with the external funding agencies and played the catalytic role in finalization of the revised land law. However, the Government noted that the ADC constantly changed effective staff and the assistance was limited at the design and formulation stage. The discontinuity of staff led to confusion and inconsistencies in program administration. |

ADB had six review missions and special administration tasks during the implementation. The interministerial Program Secretariat of the Government regularly submitted the semiannual reports on the program implementation but lacked a formal monitoring system based on appropriate monitoring indicators; these limit to have a ex ante evaluation. |

The program had two specific loan conditions (to establish an interministerial program secretariat and executive officer and to create a working group for all four agencies). These conditions were all met without delay. The completion report recommends the program could have been more satisfying if the political and governance conditions were met prior to project formulation. |

Other Remarks |
The program is the first program lending for Cambodia. This program was jointed with other ADB programs under some components ( ADB's TA 2591, ADB rural infrastructure program), aiming to revise the 1992 land law to allow individuals to have entitle to land ownership, and security; more market access, and to promote frameworks for a competitive rural and credit savings. ADB notes these components (changes of regulations) dealt heavily with consultations with various stakeholders; and good information exchange with external financiers. |
