Ownership of the government was uneven according to the completion report, responsibility of the agencies were not clearly clarified. Lack of local ownership of the project was not realized until the ADB created more specific agencies and departments to give them responsibilities on the project. The completion report strongly urges for decentralized training and skilled local staff to increase components that are implemented on the local level. |

Program was delayed due to loan signing delays and more time needed to comply with the given ADB 24 conditions; project was delayed due to implementation problems of consultants. Monitoring and evaluations were all conducted in a very constructed manner, with staffs in the project coordination unit. |

Program loan had 24conditions (divided into two tranches), which supported elimination of direct government interventions in the agricultural markets. In addition, resettlement costs were not clarified prior to project design and were very time consuming during the project implementation. Performance of the program's consultants were rated unsatisfactory (these consultants needed to create training programs to increase institutional strengthening for agricultural commercialization). |
