Delay in starting project, EDSP became effective on 12 April 2002. MOEYS M&E performance was unsatisfactory due to lack of monitoring, and surveys. Project implementation period was extended once for completion of additional civil works with funds that resulted from the appreciation of special drawing rights against the dollar. |

Cost of unexpectedly large volume of civil works exceeded the impress fund in the initial years. Most conditions were met with the exception of the following a) compliance with the education service rationalization plan and b) undertaking of benefit M&E activities by the MOEYS. The policy loan provided funds to the Government in three tranches to be released upon fulfillment of prescribed policy conditions; all conditions were met (Completion Report Appendix 1 & 7). |

Other Remarks |
ESDP was carried forward by other partners & ADB's follow up Second Education Sector Development Program & technical assistance. Effectiveness indicators were never measured; thus unclear whether the project met ESDP targets. An international NGO, American Assistance for Cambodia, contributed $1100 per school for 65 schools. Community contracting is more effective when more intensive technical training and procedural knowledge is given to the community. Supply of core textbooks was found discontinued after procurement. The expansion of physical facilities has not been matched by the availability of suitably trained teachers; need to strengthen institutional capacity. It has laid the foundation for an internal audit system in MOEYS. The project focused on heavy civil works and qualitative issues (budget planning, textbook procurement, curriculum development etc.) were not prioritized. Overlapping implementation responsibilities ( first and second ESDP) delayed activities and disbursements. |
