Impact Analysis The project was consistent to the development plan of cambodia both at the time of planning and evaluating. Between 2001 and 2005, the Social-Economic Development 2 (SEDP2) set an aim for "sound environmental management and sustainable use of natural resources". And "prevention and control of disaster" was specified as part of the strategy to achieve the goal. Also, in Phnom Penh City the City Development Strategy (CDS), "rehabilitation and improvement and improvement of dilapidated drainage pipes" was raised as a target issue in the strategy section of "social infrastructure".

Evaluation Framework Evaluation The evaluation was conducted by Jun Totsukawa from Earth and Human Corporation. The evaluation study was conducted from November 2012 to August 2013, and the duration of field study was December 16-25, 2012, and May 5-10 of 2013.
Beneficiary survey was implemented in January 2013 targeting 80 store owners in Wat Phnom Area, Central Market Area, and Royal Palace & National Museum Area, as well as 20 company employees in the areas, totaling 100 people.

Alignment/Composition of Finance Evaluation In the project, because there was a route change during the laying of the interceptor pipe and part of the drainage pipe, a small difference occured in the total length, but construction of the facility itself was carried out as planned. Also, revetment work for flood protection was done as planned.
The sustainability of project was evaluated fair in the ex-post evaluation report. The Drainage and Sewerage Division (DSD) of the Department of Public Works and Transportation, which is responsible for the maintanance of drainage facilities, has faced with a limited number of cleaning staff of drainage pipes and other facilities. Also the budget has benn one of challenging issues for ensuring the fully implementation of drainage cleaning until now. However, the report also states that despite of the challenging concerns as such, positive pictures are also observed at presetn such as improvement of cleaning infrastructure e.g. vacuum trucks have been brought up with other countries' assistance including Japan.
