The UNCDF is evaluated as an active and valued partner by the Government and the development partners; the UNCDF was in good terms with the Royal Government of Cambodia. The final report acknowledges that the UNCDF was the primary financier and thus, no third party accountability was needed. |

All partners were noted as vital in the success of the project; however no further detail is to be found in the final report. The report however, mentions that the implementing organization had tight relationships with the government before project initiative, which led to a substantial advantage in the project. |

As one of the Annexes, the final report explains in detail of the evaluation framework. The framework is a chain of anticipated effects through the project implementation. The effects are traced from inputs to the outputs , through outcomes and impacts. This evaluation framework however, does not have indicators of assessment tools whether the project as achieved final outcomes or impacts. During the project, there were partners consultations briefings, inception report, fieldwork reports, national data debriefings, final reports and etc. |
