Cross-cutting Issue Environment Since the project aimed to constribute to environment friendly farming system, the project is consedered highly environmental.
Gender The report put importance on the gender issue when considering the subjects to be researched for NIS. The report states that the Swedish support to NIS in the field of gender statistics is performed to result in the publishing of a gender statistics booklet "Men and women in Cambodia" by the end of 2008.
Impact Analysis The Swedish approach to build capacities at NIS is to build a strong basis for future impacts of the project in the long term. Impacts of improved institutional capacity will be visible over time. If the second phase puts more emphasis on report writing and dissemination of data and analyses, the evaluators assume greatly improved impacts. Outputs of the project are needed to speed up the usage of data for monitoring and policy making purposes.
Effectiveness Ownership/Partnership Evaluation The Cambodian authorities have shown a clear ownership of the management of the statistical development of the country. This is indicated by the fact that the Statistical Law, the Statistics Master Plan (SMP) and various Sub-Decrees on the statistical production have been or are being developed. The domestic resources devoted to statistics are, however, low and Cambodia is very donor dependent. In particular the domestic financing of surveys are low and this may indicate that this is not a priority area for the Cambodia Government.

Evaluation Framework Evaluation The evaluation process consisted of following. (1) All relevant documents; (2) Interview staff at the Swedish Development Cooperation Section, the UNDP, the World Bank, UNFPA, IMP and other relevant donors in Phnom Penh and (3) Interview management and relevant staff at NIS.

Alignment/Composition of Finance Evaluation In terms of sustainabilty the project has made a good start in trying to ensure development over the longer term through its approach to capacity development. Good progress has been achieved that will have long lasting effects on a personal level among employees. However, further capacity building in subject matters but also managerial skills will be needed to create a well functioning NIS that can fulfil its responsibilities according to the SMP. In the short and mediom term, sustainability of project results, however, depends highly on financial support from donors. Financial constributions from the central government are low especially regarding surveys and censuses and the need for salary supplements from donors is another indicator fo the high dependence on external support.

Other Remarks The overall goal of the project is to strengthen the capacity of the government of Cambodia to monitor the development, to formulate policies and strategies to combat poverty by providing relevant and easily accessible data and analyses, in particular trend data, of improved quality.
