The evaluation report considered the project relevant enough since it was developed in close consultation with external interested parties. The project is largley based on clear priorities spelled out for the (economic) development of Cambodia society, as well as on a realistic assessment on what is feasible to undertake. Also in relation to the Sida development agenda it may be seen as highly relevant with a focus on poverty alleviation and related basic needs issue. |

The Sida evaluation report states that unclear ownership of CDRI was observed during the evaluation. The report considered the main reason for the unclear ownership unclear legal foundation for CDRI in Cambodia. At the moment of the evaluation, CDRI was in the form of Non-governmental organization, and the legislative structure in Cambodia is not yet well developed when it comes to NGOs. |

Sida evaluation report states that the main objective of the evaluation is to assess CDRI's activites address key needs of Cambodian society and its impact on Cambodian society. The evaluation was based on review and analysis of documents, interviews with the CDRI management and staff, as well as a number of external stakeholders. In total, about 30 external meetings were held during the field work in Cambodia. A list of contracted persons and institutions is provided in Sida evaluation report. |

The sissue of sustainability was considered unsatisfactory mainly because of fianacial problems. In regard to this, the report says that in order for CDRI to become a stable research institute with a long-term perspectiv, financial sustainability must be a priority and funding basis has to be diversified. At the moment of evaluation, Sida supposes that the fianacial situation of CDRI is highly dependent on Sida's funding. To resovle this, Sida suggested CDRI to increasingly undertake research requests from Cambodia-based donors and other external clients. |
