Gender Although the issue of gender has not been explicitly mentioned in the evaluation report, but the evaluated human rights & democracy NGOs include several women related NGOs, implying that Sida put great important gender issue when selecting Cambodian NGOs to be evaluated in this project.
Impact Analysis The evaluation say as following regarding relevance of the project. "The objective of the project can be relevant although it is diffucult to demonstrate any impact(improvement of behavior, attitudes, etc.) so far; there could be many reasons why the NGOs work did not lead to any impact in the short term. The socio-political and institutional environment is necessary to understand, to be able to assess where the most relevant activities will be placed in the future."
Effectiveness Ownership/Partnership Evaluation The Sida evaluation report considered that Forum Syd and Diakonia have been active during the project. It states "both Diakoina and Forum Syd are not only sponsoring but are actively supporting together some 50 partners through offering opportunities for capacity building, exchange of experience, and other forms of support - in case of Forum Syd by placing advisors and Diakonica by organizing conferences and field-visits abroad.

Evaluation Framework Evaluation The evaluation was conducted with a participatory approach to maximaze the learning generated by reflection within each organization involved. Evaluation made field visits to a few selected provinces where NGOs have officies and /or activities and interest groups. Authorities in those provinces have been included among interviewees even when they are not direct target/interest groups, in order to be able to assess the impact of NGO activities on the attitude and behaviour of state actors and administrators.
