Financing |
The overall project costs during appraisal was USD 30.1 million; the actual budget for the entire project cost amounted to USD 28.9 million. The International Development Association assisted a credit and grant of USD 8 million and USD 19 million respectively. The Government assisted the project with USD 1.9 million. The project received a grant from Japan to initiate a poverty and social impact analysis amounting up to USD 45,000. |

The project had a few problems that were out of the project's control: the Typhoon Ketsana caused significant damages and escalation of construction costs. |

Education projects are no directly target women but, project outcomes tend to bring huge impacts on the gender development of women. Education projects predict higher enrolling and less drop outs for women and girls. |

The Implementation Completion Report noted the high engagement and ownership of the Ministry of Education, Youth and Sports. The inter-Ministerial SC was in charge of the all project insight and policy directions; all project counterparts and activities were implemented by the Ministry of Education, Youth and Sports, including responsibilities over the day to day management and coordination. Furthermore, there was effective coordination among the PCO, sub-components team, and the Ministry's line departments with close coordination. All project stakeholders were gathered through regular meetings enhancing project effectiveness. |

During appraisal, the World Bank made sure there was to be good donor coordination and relationships. According to the Implementation Completion Report, the World Bank supervision team and Project Coordination Office had good leadership and the maintained high coordination. |

The project went through numerous and regular monitoring and evaluation schemes (18 supervision missions including the mid term review and ICR mission) which covered the primary and LS education level. In addition, there were independent impact evaluations including a Results Framework (RF) and monitoring arrangements using the Ministry of Education, Youth and Education's yearly Statistical Information System at the micro and macro level. |

World Bank conducted a financial management assessment of the Ministry of Education, Youth and Sports and was rated satisfactory. In addition, all four procurement capacity assessments were acceptable. |
