Impact Analysis Project is in accordance with the Transport Sector Master Plan, the Country Assistance Strategy, and the National Poverty Reduction Strategy of 2003.
Effectiveness Ownership/Partnership Evaluation According to the ICR, Royal Government of Cambodia is now (contrary to the project appraisal) taking the lead of coordinating development activities among the development partners. During project implementation, Government evaluation was moderately unsatisfactory as it failed to provide adequate coordination among donors, take charge in overall policy drafts, and lack of management.

Policy Coherence/Harmonization Evaluation The Government of Japan decided to finance USD 5.04 million and expert assistance from UNESCO, technical assistance from Asian Development Bank and the Canadian International Development Agency. Poor donor coordination resulted in duplication of efforts; however, some roads were coordination with other organizations towards a collective work and had a positive impact; overall, government performance was rated moderately unsatisfactory. The Bank staff had high coordination with other donors, for example, attending highway sector donors meeting in 1997.

Evaluation Framework Evaluation According to the Implementation Completion Report, lack of existing data resulted in creating and monitoring and evaluation system during the project preparation; they were kept simple and realistic based on the Country's political risks. Accounts of the Project Implementation Unit were independently audited for eight years. IDA's supervision consisted of regular missions including field visits, and provided appropriate advice.

Alignment/Composition of Finance Evaluation Government complied with the necessary conditions and procurement was rated satisfactory. Sustainability issues are a problem with absence of policy framework and poor road maintenance.

Other Remarks This is the first road rehabilitation project done by IDA. Due to country's past, the project had various risks of political insecurity, lack of human resources, poor institutional reforms, little or no policies and low tourism from the Asian Financial Crisis. After the closing of the project, IDA began to prepare for a collaborated new project funded by the ADB and Australian Agency for Development for a National Highway Asset Preservation Project.
