The project encouraged the participation of communities leading to the establishment of the Clean Water Group based on elections. According to the Implementation Report, the group helped break down barriers and help communities deliver their needs and demands to the water supply services. At the end of the project, group members were promoted to community councilor positions and played key roles in the project's success. To increase effectiveness, an NGO was hired to teach and train the group members. |

Harmonization among the World Bank and the donors were heavily affected during the project suspension at June 2006. Due to the suspension of the project, MIME was no longer assigned as the leading implementation agency. This constrained relationships, initiated investigations, and overturned many Task Team Leaders. |

The Bank had a suspension on the project in June 2006; the impact of this event caused the MIME to oversee project maintenance, lack of fulfilling its monitoring and evaluation role, and was no longer an implementation agency. The overall Bank's supervision of the project is satisfactory; it hired a community development specialist to supervise the grants of the JSDF making sure the CWG was in operation and fulfilling all its duties. |

During the fiduciary review of Cambodia's portfolio, the Bank's Department of Institutional Integrity found corruption, collusive and fraudulent practices in seven Bank assisting projects, including this one. The Bank declared a misprocurement and issued a partial suspension of the corrupted components. After the restructuring of the project, the closing date was extended to finish the remaining components. Responsibilities of MIME were transferred to the CfD for procurement and construction of latrines. |

Other Remarks |
This project is one the seven Bank projects that have been suspended due to government corruption and project misprocurement. There is no follow up project, however the World Bank had conducted a sector study for future development of Cambodia's water and sanitation sector. |
