Participation among stakeholders were strong, as the people of the relevant towns were given the freedom to choose their projects (mostly chose infrastructure) among the given choices. Participatory planning for the subprojects were successfully undertaken; a high village participation is noted for this project. Village Development Committee (VDCs) were elected for the first time; about 40 percent of the Committee were women. The implementation completion report also acknowledges the significance of this participation but also criticizes the fact that participation had (a) high opportunity cost of involvement, (b) the low likelihood of significant return on participation in the form of further investment in the village and (c) literacy and low base level capacity. The RGC and Bank have worked closely in implementing the project and is rated satisfactory. |

A monitoring and evaluation process covering all villages, VDCs, and sub-projects; it includes in-depth reports based on indicators directed at measuring aspects of the local development participation levels for women. As part of the project M&E, no economic analysis was done to quantify or value the impacts. The Bank carried out nine full supervision missions including short term visits and video conferences. |

Project sustainability largely depends on (a) subproject quality, (b) maintenance, (c )efficiency, and (d) community contributions. The 2002 Commune Council and the over tight IDA funding limitations prevents the project to engage in a longer and larger scale follow up project to the NVDP. The RGC exclaims continued support is essential. |

Other Remarks |
This is the first project of Cambodia focusing on decentralization. According to the ICR, affected people (minorities, indigenous people, people losing land etc.) have all been compensated and voluntary resettled. |
