All the program's sequences have aligned with the program's objectives (1) expand to preschool and primary education services so as to reach the most vulnerable groups of children through both demand - and supply side interventions; and (2) enhance professional and administrative institutional capacity for education service delivery at central, provincial, district and school levels. For the overall program, five out of twelve outputs were under achieved, and the project development operation is evaluated moderately unsatisfactory. Transparency and accountability are strong features of the project and has been fully complied with all Legal Covenants and a Good Governance Framework. |
