Effectiveness Ownership/Partnership Evaluation The World Bank actively participated in creating the RPTCC's agenda and workshops. There is no information regarding the borrower's commitment and ownership towards the project.

Policy Coherence/Harmonization Evaluation Poor coordination among the implementation agency, Electricite du Cambodge, and the IPA led to significant delays in project implementation and procurement. As a response to procurement problems, a tripartite meeting consisting of EDC, MEF, and the World Bank decided to choose a team that would specifically manage the procurement. According to the Implementation Completion Report, the World Bank and the Royal Government of Cambodia were not in good terms (due to an Inspection fallout regarding unrelated projects), which adversely affected project implementation. Supervision of the World Bank was rated unsatisfactory; the World Bank was not able to react timely and accordingly for the extension of the Grant closing date.

Evaluation Framework Evaluation This sheet refers to sequence number six to the GMS Power Trade Project; thus the project monitoring and evaluation is missing. The report however mentions there was close supervision by the team task team on key parties within the Cambodian side.

Alignment/Composition of Finance Evaluation Ministry of Economy and Finance hired an International Procurement Agent (IPA) to handle all procurement issues for World Bank projects. This team was responsible for preparing the bidding documents, requests for proposals, calling for tenders, conducting bid evaluations, and making recommendation for contract award.
