Cross-cutting Issue Environment During project implementation, there was strong opposition against the Bank's decision to proceed with the existing concessionaries due to its high corruption and weak capacity. In addition, the Bank was criticized by the NGO Forum of Cambodia during the Inspection Panel for its failure to comply fully with the Bank's regulations on indigenous people, natural habitats, and environmental impacts.

Evaluation Framework Evaluation DANIDA and DFID had given a grant to assist the project for three years in monitoring. Monitoring was conducted by an UK based organization which specialized in detecting, investigating and publicizing natural resource crime in developing countries; however, this brought immense tension to the project as it was not an accredited certification body not was not at an advantage of assisting the government with the corrupted concessions. This eventually led to the change of the monitoring group to SGS.
