Financing The project was assisted with a Grant of USD 15 million by the World Bank. The Japanese Government assisted a loan of USD 8.5 million, the European Commission assisted an amount of 22.2 million Euros, the United Kingdom assisted 7.5 million pounds, Ausaid, CIDA, SIDA and the Spanish Cooperation assisted an amount of USD 31 million. Financial disbursements of co-donors were initiated after the Board Approval by the World Bank.

Cross-cutting Issue Environment Originally projected to be conducted in two operations over a 30 month period. However, the second operation was not finished and took longer than expected, thus, the Implementation Completion Report conducted report on the first finished PRGO 1.
Gender No adverse gender related issues were notified; and the project operation was too short to recognize any gender or social impacts.
Impact Analysis According to the Paris Peace Accord, the project will help Cambodia achieve peace and a degree of political stability. The project aligns with the Royal Government of Cambodia's National Strategic Development Plan (2005) and the World Bank's Country Assistance Strategy Plan. The World Bank Implementation Completion Report notes that this project was to operationalize the Government's "Rectangular Strategy for Growth, Employment, Equity and Efficiency" endeavored by the National Strategic Development Plan (NDSP).
Effectiveness Ownership/Partnership Evaluation Ownership was relatively high in the Ministry of Economy and Finance but was not identified in any other agencies.

Policy Coherence/Harmonization Evaluation Good coordination was noted in components that involved small numbers of stakeholders whereas components that included high numbers of stakeholders had problems with coordination and problem solving. High coordination among the World Bank and the IMF is noted; bank teams made sure all conditionalities (structural policy aims in the Article IV consultations) are met.

Evaluation Framework Evaluation The monitoring was done continuously through communication and close coordination among government counterparts, team members in the Phnom Penh office, and field staffs from different stakeholders. Out of the 26 Internal Audit Departments, only 23 were operational and they started to operate in 2010, after four years of establishment in 2006. In addition, the Ministry of Economy and Finance reviewed a strategic plan for internal audits and modalities; for external audits, the National Audit Authority had annual account reports of 2005 in 2007. Overall supervision of the World Bank was evaluated satisfactory according to the Implementation Completion Report.

Alignment/Composition of Finance Evaluation There is a continuing discussion regarding the follow up operation (PRGO2) and future Development Policy Operations have been envisaged attached with the Country Assistance Strategy Report in 2008.

Other Remarks PRGO 1 is a one tranche operation among the three prepared operations in the First Poverty Reduction and Growth Operation Program; this includes ten prior actions across the private sector development, public financial management, and land and natural resources management.
