Throughout the three year umbrella project, significant impact was seen in three components: Leadership and Capacity Development (LDP), Development Planning, Implementation and AIDS Responses and Advocacy and Communications for Development Effectiveness. 1) LDC successfully trained over 500 participants to develop leadership skill and facilitated series of dialogues in which people could identified problems over a wide range of issues. 2) DP increased the awareness of commune councilors on HIV/AIDS and its impact. 3) The Advocacy and Communications promoted an environment that increases the access to PLHA to basic human rights, participation and empowerment. |

This project seemed too ‘top down’ in its implementation because there was a lack of ownership of the initiative. It was entirely dependent on the UNDP project organizing the activity. Even though this project aimed to establish a partnership framework that will ensure the coordination of different programmes of assistance, and direct assistance to address critical needs and capacities of the NAA, in some cases, partnerships between government, civil society and PLHA groups remained weak. |

According to the report, UNDP changed its policies about having bi-annual Project Steering Committee meetings, leaving the convening of these meetings to the Executing Agency. There has been regular communication between UNDP and the NAA on the project. (UNDP, NAA personal communication). However, there is insufficient documentation about the changes, which should have been made formal and approved by both parties |

The evaluation methodology included a review of documents, in-depth interviews, group discussions and field visits to two provinces, Battambang and Kampot. The team met with 49 key informants, observed community meetings, and asked village residents to debate issues around HIV prevention, care and support, stigma and discrimination. |

The project was perceived as something that was brought in externally. This makes the sustainability of the project rather weak. In addition, according to the report, the current finance departments of NAA are understaffed which resulted in a lack of documentations about budget allocations and costs that may have been changed. |
