Impact Analysis |
The impact of this project is assessed as significantly high. The project provided consultations on Cambodia’s policies and measures for implementing WTO and ASEAN commitments by dispatching Korean experts, inviting Cambodian field researchers and conducting joint research projects. In particular, the knowledge obtained through joint research and invitational training was very conductive to the institutional strengthening of the trade system in Cambodia. This project significantly contributed to the enhancement of expertise among the related government officers, which, in turn, resulted in the elevated capacity building of the government agencies. |

The issue of ownership has not been mentioned in the evaluation report. However, in terms of partnership, the donor and recipient have been able to reach a consensus before going into the details of the project. Also, it has been pointed out that coordination among experts from Korea and Cambodia has been smoothly and cohesively interacted in a manner of close cooperation in order to achieve the ultimate goals. |

This project was substantially relevant to Cambodia's national development policies in that it emphasized rapid economic growth and poverty reduction through market opening by integration into the world economy. Also, the goals of enhancing the implementation of the country’s WTO commitments and expediting Cambodia’s economic integration in the ASEAN free trade and investment area were well aligned with Goal 1 of the MDGs. In the report, most of the interviewees expressed agreement on the consistency of the project with the MDGs. |

In this evaluation report, five criteria of the OECD Development Assistance Committee were applied throughout the evaluation process: relevance, effectiveness, efficiency, impact and sustainability. Primary field data for the evaluation was collected through surveys conducted mainly in the Ministry of Commerce. Secondary data was collected through the review of numerous documents and reference materials relevant to the project. |

The findings on the sustainability of this project have been mixed. Equipment provided by KOICA is well managed and has been maintained well to keep it functioning. However, concerns have been noticed in terms of accessories replacement such as ink for printers and photocopy machines. Also, it is questionable if staff will be able to continue or undertake new research projects without inadequate budget and qualified experts or researchers. In terms of the budget, it is considered relatively small compared to the efforts that have been made for this project. |
