Impact Analysis |
1) Improvement of island roads. The Output intends to improve about a total of 10km of the existing rural roads in the islands, which currently become inaccessible during the rainy season. 2) Provision of Boat landing stages/jetties. There are currently no durable loading piers or jetties. 3) Strategic Policy Framework on Climate Change. Along with the two sub outputs above, this Technical Assistance also aims to develop a proposed strategic policy framework on climate change. |

A list of criteria for the roads and the jetties is presented in this report. Public ownership with management either by Ministry of Rural Development for the roads, or the Governor of Kampong Cham Province for the jetties is essential. The intention is to provide the required connectivity and yet preserve the residential nature of the islands, as well as improve the access to community services and to business aspects of the life of the communities. |

This proposed policy framework is being developed in close coordination with the Climate Change Adaptation Output, as it focuses on broad policy areas as applicable for the rural road sector. However, this intervention broadens the policy further in a multi-sector approach that is expected to strengthen climate change mitigation/ adaptation activities in an enhanced sustainable manner. |

Economic analysis estimates whether it is the Output which benefits the national economy by analyzing the expenses consumption of the resources which national economy holds. The approach used for this follows the standard evaluation methodology for road improvement schemes. |

The overall economic costs uses for the evaluation are assumed 85% of financial cost to allow for taxes included in the financial costs and shadow pricing of unskilled labor. The variation of cost of improvement per kilometres depends on the road width and location of material available as well as labor works. |

Other Remarks |
The Mekong River Island Connectivity Output (MICO) is consistent with and contributes to the goals of the Rural Road Policy and Strategy of the Ministry of Rural Development (MRD), in particular to improve connectivity between road and water transport. |
