Impact Analysis |
The project successfully achieved its goals. Training system relating to China’s Six Major Forest Engineering projects was improved. By offering training opportunity to China’s forestry personnel at the country level, it was possible to upgrade their capability in project management and technical operation, and to enable China’s ecological construction centering on the Six Major Forest Engineering Projects to proceed smoothly. |

Relevant departments of the State Forest Agency continuously provided guidance and support. The guidance and support were useful in implementing the training under the project. Also, the project maintained and strengthened network of training organizations, which consisted of the Academy and the regional training nodes. Also, in implementation of the project, the relevant authorities, including Ministry of Science and Technology and the State Forestry Administration, have valued the project and has provided necessary advices and assistance. Such support has contributed smooth implementation of the projects. |

The project is relevant with the needs of China and target groups (Department level forestry officers who engage in major forest engineering projects in China. It is also relevant with Chinese development policies such as The Eleventh Five-Year Plan as well as Japanese ODA policies. What’s more, the approach of the project was implemented and evaluated through discussions with the relevant organizations based on the local needs. |

The evaluation team consisted of 6 people including environment experts. It was conducted from 13, April, 2009 to 24, April 2009. 3 divided outputs were measured. 1) a training and human resource development system for provincial-level forestry personnel is created, 2) a training course is developed or improved, 3) the Sino-Japan Forestry Ecology Training Center, works as the base of operations for collecting, accumulating and provision of information. |

The project is likely to be highly sustained. Training activities at the Center would continue because the Center is part of the Academy, which is the national level training organization of China. Also the regional trainings of the project seem to have enough management capacity. What’ more important, the Chinese government has allocated necessary budget, including part of implementing cost for training and the Academy has a plan to implement its own 58 training courses, which result in training budget being secured after the end of the project. |
