The report finds the stakeholder workshop was missing.
Cross-cutting Issue Environment The project is the first provincial based, multi agency, and multi sector project; as it was the first of in all three categories, the project had major delays and complications due to resolving problems in the first three years until the MidTerm Report. In addition, the lack of capacity of line ministries and provincial officials were weak.
Gender As one of the main objectives of the project, Women's and Veterans Affairs, this project took the Most Vulnerable Families Approach which also targeted women. It is noteworthy in the IFAD Completion Digests Report, there is a separate section for the evaluation of gender: the project has addressed women as an important part of the target group due to their role in crop and livestock production as well as in communities' activities.
Impact Analysis The project aligns with the Government's Decentralization and Deconcentration (D&) Policy and the First Socio Economic Development Plan (1996-2000); the Rectangular for growth, employment, equity and efficiency (2004); the National Strategic Development Plan (2006-2010), the IFAD's corporate strategic frrameworks (2002-2006 and 2007-2010); 1998 Country Strategic Opportunities paper (COSOP).
Effectiveness Ownership/Partnership Evaluation According to the Project Completion Digests Report, the project was based on effective government ownership. In addition, to align with the new D&D Policy, the government attempted a bottom up approach with the exception of the Ministry of Water Resources and Meteorology. The report believes this attempt implied a coordination culture among the various stakeholders. Furthermore, the government showed effective cooperation as its contributions were stated to be significant.

Policy Coherence/Harmonization Evaluation The multi agency partners were evaluated as a satisfactory collaboration between different external development agencies and the government.

Evaluation Framework Evaluation The UN Office for Project Services conducted five supervision missions; the first mission report was conducted after twenty months after project effectiveness date. In addition , this institution did not have enough supervision over project implementation.

Alignment/Composition of Finance Evaluation In regards to compliance with loan covenants, the government had some pitfalls; there were some non-compliance or partial compliance issues and failures to commit resources, involve project volunteers with given schemes, and collecting information.

Other Remarks According to the report, this project was the first multispectral project aimed to reduce rural poverty and investments in several sectors in two provinces.
