Cross-cutting Issue Environment Some CBE leaders were illiterate; the project was adjusted according to their own training methodologies. In addition, most CBE leaders were indigenous; they had difficulties understanding the official language (Khmer); as a result, there had to be a translator during the training and at the field.
Gender The project objective was to target 40 women and men who have disabilities The Community Based Enterprises leaders were chosen from women's with disabilities.
Impact Analysis The impact did not mention any policies, strategies nor standards; rather, the report dealt with practical log term achievements. According to the report, the Community Based Enterprise (CBE) had earned their incomes in amount of USD 1,236.5 dollars in the short period.
Effectiveness Ownership/Partnership Evaluation The project aimed to give ownership to the beneficiaries and the CBE members. However, the report did not have information regarding the ownership nor partnership of the project. The report did mention the key factors of sustainability of the project were due to the project staffs and CBE leaders.

Evaluation Framework Evaluation At the commune level, a Community Based Enterprise was established; the CBE met up monthly and quarterly to present results and to prepare the next month plan.

The sustainability of the project is high as the project aimed to increase the human capacity of commune, district officers and people.
