The total amount of grants from the French Development Agency to the Cambodian Rubber Sector is FRF 8.55 million of which FRF 7.01 million was for development of smallholder rubber production. The French Development Agency assisted in the amount of FRF 12.5 million for the Framework Agreement between French and Cambodia Authorities; the Interim Phase Rubber Industry Restructuring Project CKH 1010 was assisted with a grant of FRF 9.62 million; pilot project for the Development of Smallholder Rubber Production CKH 1010 and CKH 1044 was granted with FRF 1,940,000 and reassigned of the balance FRF 729,400; Development Project for Smallholder Rubber Production CKC 1068 was granted FRF 3.5 million; The PRCC to Improve the Quality of Cambodian Rubber CKH 3000 was granted FRF 800,000; the Transition Project to Support Smallholder Rubber Production and Agricultural Diversification CKH 6006 was granted FRF 840,000. |

Impact Analysis |
The Country did not have any national development strategies that align with the project; nor did it have any advisory boards to evaluate and predict the impact. During project time, the Cambodia government went through nationalizing plantations; the renewal of the rubber sector was a means of obtaining financing needed for the country's development. (The Association for Rubber Development in Cambodia ARDC is in charge of promoting policy discussions with the State). Overall, the project did support the poverty reduction program. |

According to the evaluation report of the French Development Agency, the report states " Cambodia government set itself the objective of reinvigorating its rubber sector in order to obtain financing needed for the country's development. Further the Prime Minister at the time indicated that the government priority would be the development of smallholding rubber farmers". |

The report explains in detail of the related programs and projects that the French Foreign Ministry (MAE). AFD, and the Asian Development Bank ADB had initiated for the rubber programed; according to the report, the World Bank and the AFD co financed the project. |

This was the first AFD financing agreement for the project; however the project was interrupted in December 1996 due to problems regarding the restructuring sector, leaving a non-disbursed residual of FRF 4.8 million. |
