Cross-cutting Issue Environment In late 2000, the Government and the ADB had sovereignty issues and could not pursue ADB's design change on the international passenger terminal. There were political issues involved which allowed the involvement of the private sector; the government have all operational control over the Siem Reap Airport to SSCA. However, SSCA suffers from staff shortage and lack of administrating funding. In addition, the Government suffers from absence of legal infrastructure of the public sector. Moreover, the Siem Reap Airport had the following complications: one-way runway operation, limit on the number of aircraft movements largely due to the location site of being near the World Heritage site.

Impact Analysis Project aligns with the Open Sky Policy 1999, the Siem Reap airport project was expected to bring immense revenue to attract foreigners for tourist sites near by the airport such as the Angkor Wat.
Effectiveness Ownership/Partnership Evaluation Ownership of the project was not mentioned in the completion report. However, the report explains the TA from ADB has brought no evident tangible development, and criticizes the insufficient managing capacity.

Policy Coherence/Harmonization Evaluation No other donors were mentioned except for the initial project funder, Government of Japan had originally decided to give a grant assistance to Seim Reap airport. However, GOJ decided to cancel its grant assistance foreseeing that the airport would become an international airport. However, the ADB did nor realize this and had to change its scope during the appraisal and implementation process. Internal coordination among the consulting team and SSCA had a unsatisfactory relationship; the consulting firm changed the project leader to an inexperienced staff right after the sign of the implementation contract who was not familiar with the ADB's procedures. In addition, the consulting firm had not consulted with the SSCA but directly with the ADB.

Evaluation Framework Evaluation No evidence on how the project was evaluated in completion report. The project did not follow the disbursement schedule in 2000 and 2001 due to procurement for the passenger terminal and technical service building was delayed. Project schedule was delayed by a year due to civil disturbance from 1997 to 1998. Lack of administration of the SSCA is a problem; the SSCA is responsible for control, regulation, orderly development of the civil aviation sector, operation of the airports, finance and logistics, air traffic regulation, management and operations of domestic airports, supervision of the navigation service provider.

Other Remarks According to the Report and Recommendation of the President Report, the Government of Japan (GOJ) planned to give a grant of USD 7.5 million and was later cancelled (in June 1999) which brought the ADB loan in to action. This loan is the first aviation sector development of Cambodia by the ADB. One major problem was that the Government allowed the private sector operator SCA to use the terminal building for international passenger services without consultation with the ADB. In the completion report, ADB explains that Siem Reap Airport should have been constructed as an international airport, and should have consulted with the relevant stakeholders for revenue sharing.
