Impact Analysis Overall, DFID has made positive contributions to several areas in Cambodia. It I the health sector that saw the most tangible development changes. There was a big reduction in the prevalence of adult (15-49) HIV infection due to the significant increase in condom use among high-risk groups and the effects of the PSI Social Marketing Program. On the other hand, in the case of forest crime monitoring project, much improvement was not seen because of lack of information and cooperation among the institutions involved.
Effectiveness Ownership/Partnership Evaluation The degree of ownership is different depending projects. All health projects had good local ownership. A good example is a malaria project because the recipient country has been gradually influential in the project and the project is now fully owned by local ministries. However, a large number of projects failed to enjoy high level of ownership because of some constraints including low official wages, lack of staff and loss and weak social capital.

Policy Coherence/Harmonization Evaluation Projects proved highly relevant to policies of both countries. Following 1997 White Paper, the DFID’s country placed a greater focus on poverty reduction. Also the Cambodian government has recognized the need for reforms in many areas including civil service and public administration, decentralization, legal and judicial structures, and anti-corruption. These reform areas are emphasized in the Second Socio-Economic Development Plan 2001-2005(SEDP2) AND THE Poverty Reduction Strategy Paper (PRSP).

Evaluation Framework Evaluation The evaluation was conducted from October 2003 to January 2004. The team consisted of 3 experts and visited Cambodia for two weeks. Two divided aims were measured: 1) to develop appropriate approaches and methodologies for the evaluation of DFID programs at the country level; 2) to assess the relevance, appropriateness, efficiency and effectiveness of the DFID country program in achieving intermediate development impacts.

Alignment/Composition of Finance Evaluation The sustainability of the program is questionable and the evaluation report sees all of the outcomes fragile. With insufficient funds and government budget, Cambodia will heavily depend on external assistance. Efforts to address problems concerning budgets are needed. Also, initiatives to overcome many political-economic obstacles to pro-poor policies should be evolved at the national level.
