Impact Analysis |
The overall achievements of the project were considered successful. The two immediate objectives were to build and consolidate legal, judicial and social structured and to increase awareness of human rights activities by strengthening the capacity of grass roots organizations. At the policy level and the community level, success was measured, but it is still wanting at the institutional level. |

The project did not show a high degree of ownership. It was mostly donor-driven. The evaluation team suggested that the government design its own programme in the programme approach formulation process. |

The purpose and approach of the project had the relevance. The project addressed the problems of governance by advancing initiatives not only on the level of government alone, but also of civil society. |

The evaluation was carried out from 16 June to 29 June 1999, in Cambodia. The team was composed of 1 Interregional Advisor and 2 Consultants. The evaluation team used 4 methodologies including interviews with key stakeholders in the government and the International organizations, small group interactive meetings, field visits and content analysis of papers concerning governance, democracy and human rights. |

Whether the achievements and gains are sustainable is problematic. Much of the progress made has been donor-driven and largely predicated on national perceptions of the value of a donor connection. All NGOs noted that their success and influence was assisted by their association with either foreign governments of INGS. This may be acceptable in the short-run, it does not ensure sustainability. |
