According to the completion report, the governments were highly committed to the control. As the project consists of three countries, it was hard to bring all stakeholders to a common platform. For partnerships, the Ministry of Health established the Communicable Diseases Control Department. |

According to the completion report, the monitoring and evaluation was very hard to conduct through the existing monitoring systems. This had lacked reliable and disaggregated data. Overall the project's monitoring and evaluation had ended to become unsatisfactory and incomplete. |

Initial delays were seen; counterpart funds were not disbursed; liquidations were sometimes delayed. Delays were seen because the project had missed the budget cycle. The account was managed by the Ministry of Health. To ensure the proper use of account, a memorandum of understanding was established between the implementing provinces, institution and HSSP. |
