Appraisal Total: USD 195.5million (ADB for Cambodia USD 40 million, USD 100million for Vietnam) Actual: ADB financed about USD 115.94 million and the governments funded USD 95.84 million (USD 16.30 million more than the total appraisal cost). The costs for the Cambodian component was to be USD 50.7million; actual project costs projected to USD 42.25million . ADB financed around USD 38.15million dollars amounting up to 84% of the entire Cambodian project. |

There were no proper evaluation or relevant material regarding the policy coherence among the agencies, donors and recipients. However, the completion report deals heavily on how NGOs and agencies participated to investigate resettlement issues and survey residents and affected people regarding the positive and negative impact of the project. |

Resettlement issues were problematic (evacuating 5,920 persons from 1,184 households, and a report 14-Feb.2002 prepared by the Legal Aid of Cambodia and NGO Forum explained the compensation was inadequate and after ADB's field mission review, they found none of the affected residents were compensated for the lost land); there were no full resettlement auditing's, with complaints presented through non governmental agencies. Evaluation of the ADB was satisfactory; there were 18 review missions, 1special loan administration mission, a midterm review session, and a loan take over mission transferring the project to the Resident Mission. According to the completion report, ADB could not field a sufficient number of missions to fully monitor the resettlement process during the implementation process. |

The financial difference between the appraisal and actual costs are due to resettlement issue in Vietnam. Disbursements for the Cambodia unit was delayed several times due to severe floods, disorganized construction plans, defining clarity on the "no man's land" between the two countries, and etc. (explained in the completion report). The project was not fully complied with especially with the resettlement and compensation covenants. In addition, counter funds were delayed due to poor revenue collection and national elections. In addition, it also points the lack of time for ADB officers to review the project, and there should be more training for Residents' Mission analysts. Sustainability of the road components were rated less likely due to lack of maintenance (poor collecting fees, allocation of finance is poor) relatively to the increasing vehicle use. |

Bangkok-Phnom Penh-Ho Chi Min City- Vung Tau was the ultimate plan for GMS strategy; highway between Bangkok and Phnom Penh was completed, road between Phnom Penh and Vung Tau is under construction and thus, the remaining highway from Phnom Penh to Vietnam needed to be started (the project). |
