Cross-cutting Issue Environment Implementation was delayed by political events in 1997, fraud and corruption on a consultancy contract right before the credit's closing date,
Gender Empowerment of women was a significant component of the project. The process of gender awareness received major attention, was mainstreamed into all components and was satisfactory achieved.
Impact Analysis According to the World Bank's Implementation Completion Report, the project aligns with the Country Assistance Strategy (1997); however the Agriculture Productivity Improvement Project (APIP) was defined with different objectives in the Staff Appraisal Report (SAR). In addition, the APIP was in accordance with the subsequent CASs reports and Peace Accord (1991).
Effectiveness Ownership/Partnership Evaluation According to the World Bank's ICR, ownership and responsibility was suggested to be transferred to the MAFF (the report does not indicate which agencies had relative ownership).

Policy Coherence/Harmonization Evaluation The project had nine components, eighteen sub components and were to be implemented at the ministry level, technical departments, and by the Project Management Unit (PMU). Policy coherence was an issue as the sub sectorial strategy had no consensus on key issues and no overall vision until the Agriculture Sector Strategic Development Plan 2005. Particularly, communication between the MAFF (was in charge of the implementation through PMU and PSC) and MOWRAM was very poor.

Evaluation Framework Evaluation Supervision of World Bank was moderately satisfactory; no specific supervision/ evaluation/ monitoring methods were to be found in the ICR.

Alignment/Composition of Finance Evaluation During the Mid Term Report, project costs have changed accordingly to the devaluation of Riel; funds have been adjusted with no reallocations were considered at the time. According to the completion report, the sustainability of the APIP's achievements is considered to be "unlikely" and the risk to the development outcome is rated as "significant".

Other Remarks Many of the initial conditions of Cambodia (political turmoil, lack of human resources, small economic growth etc.) affected the project's region and selections of small rural development projects. Overall, the project is noted as moderately unsatisfactory for Bank and Borrower's performance. The objectives and goal during project preparations had many problems and were not able to achieve as expected.
