Impact Analysis |
Proposed project is consistent with the objectives of the Country Assistance Strategy (CAS), approved in 1995 and 1997. Project also fully aligns with the first government Socio-economic Plan (1996-2000). It was well coordinated with the ADB, which was preparing a water distribution project at Phnom Penh at the time. |

Sihanoukville: ine xperience in procurement and contract negotations of the local government exacerbated the administrative procedures. |

The structure of costs and financing is substantially different from what was envisioned at appraisal due to the large savings on the turnkey contract. The closing date of the credit was extended three times, for a total of 15 months after the original date, a postponement justified by the emphasis on serving as many areas as possible. |

Other Remarks |
Bank: Recipient's Lack of Familiarity of Bank Procedures and Policies. Rehabilitation of the Chruory Chang Water Plant invloved resettlement of twenty families (18 illegal households). Pilot programs targeted to the poor for financing domestic connections is rated highly satisfactory (Reached a population of 6,708, equal to 1.5% to the entire 430,000 poor). Pilot Programme's sustainability was not rated. Identified stakeholders only dealt with the Cambodian government, lending institution, and borrower. |
