MEF was responsible for coordinating activities between its department and the relevant ministries; no evaluation is to be found in the ICR. The Bank has carried out economic dialogues with IMF and took an advisory role throughout the project. The government had very strong commitment and was active during the preparation phase. The implementing agency was given credit for undertaking coordination through a learning by doing. |

The Bank provided the same Task manager throughout the entire project which guided and monitored the program to fulfill necessary activities such as the conditions for the second tranche. The government signed an independent contract with Societe General de Surveillance in November 2003 for its forestry management component. |

According to the Implementation Completion Report, the Government of Cambodia had complied to six of the eight specific actions for the second tranche release. Two specific conditions were partially complied; one was related to the LOI were after intense consultation, the precise formulation for the revised LOI submitted to the National Assembly was inconsistent with the language inserted to the tranche condition. The other condition regarding the social disbursement ration was partially complied due to flood related expenditures. |

Although ownership among senior staff was admired, the practical workers of the project were not senior officials but rather technical staff. The project assumes the project would have had a better effect if there were political tranquility. |
